(Reuters) - Time Warner Cable has reached a deal to buy The Carlyle Group's cable operator Insight Communications Co for around $3 billion in cash, a source familiar with the matter said on Sunday.
Time Warner could announce the deal as soon as Monday morning, the source said.

Insight is the 10th-largest cable operator in the United States, Carlyle's website says. It sells cable television, high-speed Internet and telephone services, serving around 750,000 customers in Illinois, Indiana, Kentucky and Ohio.

Fox Broadcasting announced on Wednesday that it is severing ties with WTVW (Fox 7).

Fox Broadcasting now has an agreement with WEVV to air the Fox primetime and sports programming on WEVV's secondary channel, which is now called My44.

LOUISVILLE — A group of customers is suing Lexington's cable television provider over the rental fees they pay for digital converter boxes.

The customers argue in the federal lawsuit that Insight Communications should allow subscribers to shop around for a box they can buy in order to eliminate a monthly $15.95 charge for premium services.

Since early May, the talk of whole home DVR service has given way to reality as cable operators, one by one, launch their new offerings to subscribers across the U.S. Cox Communications got the ball rolling as the first cable operator to announce its service, and two more providers were quick to chime in.

Insight Communications, whose franchise agreement with the city is up for renewal next year, has offered free tickets and access to a luxury suite to several Louisville Metro Council members for Friday's basketball game between the University of Kentucky and the University of Louisville.

Two council members — Democrats Dan Johnson and Bob Henderson — say they are considering paying the $35 face value of the tickets to attend, despite an opinion from Louisville Ethics Commission Chairman Jonathan Ricketts that accepting the tickets could violate city ethics laws.

The Louisville Metro Council, for now, is holding off approval of an ordinance that would give Insight a 15-year renewal of its cable-television rights in Metro Louisville, retroactive to April 1.

Saying it needed to clarify some lingering questions, the council at its meeting Thursday night voted to refer the franchise-renewal ordinance back to its Public Works and Transportation Committee for further review, even though the committee had voted unanimously on Nov. 10 to recommend that the full council approve the renewal ordinance.

The Transportation and Public Works Committee of the Louisville Metro Council has scheduled a public hearing for 3 p.m. Wednesday on the pending renewal of a cable-television franchise with Insight Kentucky Partners.

It will be held on the third floor of City Hall at Sixth and Jefferson streets.

“Metro government is required to hold a public hearing before any cable franchise agreement is approved,” said Councilwoman Cheri Bryant Hamilton, D-5th District, who heads the committee. “We want the public to have an opportunity to express any thoughts or concerns they may have about Insight’s operations in the metro area.”

I've talked for some time about how we’ve been readying our network to support the rollout of DOCSIS 3.0. Today, I'm happy to announce that the rollout of the next generation of broadband will begin soon.

In our Evansville/Henderson and Bowling Green districts, customers will be able to order our first speed enhancement on the DOCIS 3.0 platform -- 50Mbps download/5 Mbps upload -- before the end of this year.

Obviously, this will take the already fastest Internet speeds available in this area to an entirely different level.

For a few months now, the company has touted its switch to all-digital, which is requiring customers to install new equipment on televisions that aren't already connected to an Insight digital cable box.

Last month, we announced that Lexington would be Insight’s first market to transition to an all-digital format. Once that transition is completed, customers will have access to more than 100 HD channels, multi-room DVR and the fastest Internet speeds available, including a 50 Mbps service with even faster speeds coming later.
