I've been a Road Runner subscriber for almost 3 years. For the most part, I have been satisfied with the service. There has been problems, but those have been less and less frequent. I would recommend getting Road Runner to anyone seeking a broadband connection.
Update: I have dropped Road Runner in favor of Verizon DSL. I got tired of the poor customer service provided by Oceanic Time Warner.
Update 10/06/2010: I canceled my DSL service and went back to Road Runner. The inside wiring at my house is faulty. This was causing a lot of problems with my DSL service. Oceanic installed a dedicated coaxial cable to my room from the outside network interface when I originally got their service in 2000.
Update 8/20/2011: Oceanic recently increased the Road Runner download speeds. Download speeds have become very inconsistent as a result of these changes. I'm trying to work with Oceanic to resolve this issue.
