10mbit down 1mbit up which I can get pretty much all of the time, almost a static ip. I have been using road runner at 4 different places over the last 12 years and have had similar experiences at each place. I've had my connection go out about 10 times over those 10 years and they generally had a tech out in 48 hours (but by that time the problem had gone away). There really is no competition that I am aware of. I would say I've had 99.9%+ uptime. While there are still other options there is no real competition. I've always had the "standard" package which has become faster and faster over the years. Now I have the option of 50mbit/5mbit but haven't been able to justify the cost (my mind is working on rationalizing it though).
edit: Have had twice my advertised speed for the past couple of weeks hope it stays this way (25mbit down, 2mbit up while paying for standard RR)
