I have TWC's RR Extreme tier 15000/2000kbps DHCP, using their included RCA modem. No bundle (no CATV or cable VOIP). For video I use Dish Network and for phone, ViaTalk VOIP service (no POTS). We are in an ex-Comcast-ATTB-MediaOne service area and I had ATTBi and then Comcast up until about 9 months before Comcast traded our cable system to Time Warner at which time I decided to try them again.

Pre Sales information: 5 I was able to check availability and order online. All options were presented and I didn't have to call for anything. The only thing they didn't mention was which exact speeds were available at my address since TWC is doing speed upgrades in SoCal
Install Co-ordination: 5 Was able to pick an appointment online and the installer arrived on time. The install took him about 30 minutes and the install was very nearly done. After a quick speed/latency check and a briefing of how to setup my username he left. Worked great ever since. Speed is typically 14.8Mb down and 1.9Mb up from my 15/2 service and 10-20ms latency to local game servers.
Connection Reliability: 5 I've had 1 outage for about 10 minutes that I know of. I'm not home during the day so I don't know if there have been more. Latency and speed are consistently fast.
Tech Support: 5 I had to make 1 call to billing (not tech support) for a billing problem (overcharged by $5) but I was quickly issued a credit and it was reflected on the following bill. While billing errors sucked, it only took the one call to get it fixed.
Services: 4 Great speed, 15Mb down and 2Mb up and great latency (15ms or lower to my favorite game servers). The only neg is slow news servers (2Mb/s) but they have decent completion and they're free so I can't complain too much.
Value for money: 5 I get 15Mb down and 2Mb up with modem rental for $54.95/mo. No bundle requirement, free installation, no taxes or junk fees, nothing. The price I was quoted online is the exact price I pay. And $54.95 is cheaper than local competitor Verizon who charges $57.99 + $70 install for 15/2 FiOS unless you want to get locked into a 1 year contract in which case it's $5 cheaper at $49.99. TWC runs discounts for the first few months (3-6mos) on some plans so check before just ordering.

While the RR TOS/AUP has notes about abuse limitations I'm unaware of TWC enforcing these usage limits. My dynamic IP has changed once since install (maybe when I got my speed bump) so I have no trouble at all running my Windows Home Server Beta 2 machine (although it too is a TOS/AUP violation). With RR being very reliable with no packet loss my ViaTalk VoIP service has been working very well for about 1/2 the cost of TWC Digital Phone.
Even though Verizon FiOS is also available at my address, the loss of copper, previous experience with bad Verizon service, Verizon's endless junk fees, and contract (in order to get a better price than RR) stop me from bothering to try it.
Since RR offers the same speed as FiOS for a lower no-contract price I would highly recommend Roadrunner in my area as they're very reliable and they've just hiked speeds (locally) to compete with FiOS.
But as always, you should check with neighbors in your area as the quality of all providers can vary from area to area and just because I get great service and 15/2 availability doesn't mean you would.
