    UPDATE 12/2008: Since I wrote this review things have improved vastly. Whatever TW/RR did on their end to improve their service has helped. I rarely experience any slowdowns and I can not remember the last time I had an outage. YMMV but I have updated my scores to reflect. I still think their CS leaves a lot to be desired but since I have not had a need for them I am satisfied.

    I've been a subscriber since 2000 when it became available in my suburb of Milwaukee. I've had numerous tech support calls for downed service and slow service. They almost always send out a tech and I've not had much success. Over a period of years of inconsistent service quality they 1) did nothing. 2) replace modem 3) replaced internal wiring 4) replaced external wiring. It seems problems are always intermittent and never a "system" issue. They want to send some one. Latest issue will all new wiring is utterly slow bandwidth during peak hours. They are again sending a technician to check the wiring even though it is all new in the past 2 years and slowdowns from 350Kbs -450Kbs down to 25-35Kbs occur only between 8PM and 10PM during week nights. Don't know how my wires are time sensitive. I've about had it and will look at DSL options.
