I originally wanted to get bellsouth DSL cuz dsl overall gives you better ping/reliability then cable. Bellsouth does not offer naked dsl, and requires home phone service. I don't have cingular/ATT cellphone service so I can't bundle, and I don't want home phone service when I have good cellular coverage, and the bellsouth plan I wanted+phone service came to $64/mo then bellsouth can suck my fat cock.
I ordered their lite package (1.5mbps down/256kbps up) for $30 over the internet. Their internet ordering system only gives you install dates 2 weeks in advance, so I just called and got the date changed. On the phone lady offered a promotion $35/mo for their regular package of 5mbps down/384kbps up still no contract or TV service required so I picked that for an extra $5. The next availible install date was the next day, tech showed up 30 minutes late but whatever at least he showed up. I picked up early on that even though i'm hooking up 7 computers, you have to tell them your only hooking up one-you get charged more for having more computers.
I came from having cox and their regular tier of 6mbps down 2mbps up is $60/mo without TV service. Other then the upload speed Time Warner's roadrunner is a much better value.
Folks living in this house before had roadrunner so had no signal problems. Tech hooked everything up, cable modem sync'd, wham bam thank you ma'am.
Speeds are consistent so far and as advertised. 4700kbps down and 360kbps up right now from speakeasy atlanta. Latency is good, I get about 7ms first hop. I'm stuck on the crappy AOL network though-which blows, and has at least 2 peerpoints (one in atlanta one in dallas) that go to 200ms during peak times. Luckily a lot of my gameserver traffic gets dropped off at a better network (like level3 or sprint) at the atlanta router and I don't have any problems.

service over gamerail isn't bad, they have a pop in atlanta. level3 has a nice little pop in raleigh which gives ping a little boosties power.
The ip is dynamic but linked to your mac address. In order to change your IP you need to spoof your mac, otherwise like other cable isp's you keep the same ip for a while.
Coming from northern virginia where Cox is heavily oversold its refreshing to not have to game with 400ms ping at 7pm.
** Update **
still going steady. no suprise charges or anything just $35/mo w00tsauce. speed is steady, thank gawd for all the geezers around here, means more cmts for me. the low upload is killer when your trying to up 700mb movies, you just gotta leave it on overnight. overall its a great value I have noticed zero lag.
