Road Runner service is provided locally through Time-Warner Cable. Standard service is 7mbps down/384 kbps up for $50 per month stand-alone, $45 with basic cable, $43 with digital cable. Those speeds are actually achievable when the wind is right. Turbo service raises the cap to 10mbps down for an additional $10 per month. Basic service is also available for $35 per month total but it lowers the cap to 1.5mbps.
Occasional downtime, but not an unreasonable amount I suppose. When a large number of new users sign up in your area, there is a period of slow-down until the network can be split out again. All-in-all, I've been pleased with it.
