I have been an Optimum Online customer for several years, and I have twice faced their capping due to upload (Occasionally I am required to transfer large files for work). The most recent time when I tried to uncap myself, it took 3 day to get the phone call, at which point the representative on the line insisted that the only use for upload bandwidth was running a server, (which is prohibited by TOS) so, using upload is prohibited by TOS. After a good half an hour of discussion pertaining to how I could prevent future caps, the representative spent 10 minutes trying to convince me to order Boost (in the process, he revealed that even if I subscribe to boost, I am still susceptible to being capped, AND the cap would knock me down to the same speed as without boost)
Their customer service is terrible, the restrictions they place on usage are incredibly strict, in general they treat customers as if the customer owes them something.
Optimum is the only broadband provider available in my area at the moment, with FIOS expected in about a year. As soon as FIOS is available I will no longer be a cablevision customer.
