I've had Comcast.net ever since the Transition from @home. Ever since Transition I haven't had a single problem with packet loss, latency, or speeds (even during peak hours). Surfing I never see pings higher then 20ms, on games no higher then 60ms. These are constant even during peak hours of usuage as well ( when everybody is online). The speed caps of Comcast.net entry level or silver or basic, whatever you want to call it are 1800/128 (in the process of being 1800/256) The download speed is actually advertised as 1500 down. The actual cap is 1800. This is so that even with network overhead you will see the actual 1500. Some users however.....see the 1800 insted of 1500. Comcast.net also has a Pro package available. The speeds for Pro are 3500/384. Price for Pro is 95/month. You also get a few extra goodies with Pro such as extra IPs, and ect.
Comcast.net uses a Dynamically Static IP address configuration. In other words its set by them, it can change but most likely it won't. Its renewed on a 7 day period, but like I said it never changes. My IP hasn't changed since the Transition. Speed caps are constantly hit and ever since last night (03/07/03) and into the early morning. I have starting receieving the 256kbps upload speed that Comcast.net is moving towards. This is due to the ATT merger. My speed test results average around 1450-1650/243-256 they never drop lower then that.
Email is always fast and speedy, I've downloaded email faster then I can move my mouse to open them. Only time I can remember it being down is for server maintance.
I've never used the newsgroups so I can't really comment on them.
I gave the bad points to tech support, even though I've never really had to call them for a problem. I've called to inquire about the 256kb upload and I had to call back about 2-4 times untill I at least got somebody who had a clue what I was talking about. There was also one instantance when somebody from a Comcast.net IP address was pinging me and they swore I didn't know what I was talking about until I gave them the IP address,Lat and longitude, and node info about the perp. and then they asked me how did I know so much.
Bottom line is, Comcast.net can only be judged by their local Offices. I've been one of the few blessed Comcast.net customers to have a fairly decent local office. No packetloss, pings in the 20s for surfing, no higher then 60s for gaming(anything lower then 80ms is considered excellent in online gaming). Speeds are right on the cap. I can't ask for more. For once since the @home change over, I'm happy again.
***UPDATE 10/2005***
Once again Comcast has surprised even me with another speed upgrade. Now users who subscribe to at least one extended service (digital cable,etc) and pay normal 42.95 a month for internet can now surf at 6000/384kb or 6mb down 384kb up. THANKS AGAIN COMCAST. Pings still low, no packet loss, nothing negative to report.

Another summer with Comcast HSI and haven't had a single compliant. Pings are still in the low 20ms even during peak usage hours. Latest speed tests place me at about 17Mbs down/and about 1.5Mbs up....AND THIS IS WITH ENTRY LEVEL TIER, I'm not paying for gold service. I thought this was powerboost but the speeds remain constant throughout the down or upload. I might auction off for a new modem because I rent mine, but my SB5100 is running fine. Keep it up Comcast.
