This is the fastest option available in my area, so I took it. Other than the needless $250 "premium install" which not only costs money but your time as well, this service is top-notch. Business grade it is not. I am not sure as to the caps, but I can attest that I have transferred 500GB in a month with no hassles or overages from ComCast. Just like most other ComCast locations around the country, the netflix and youtube routes are saturated at peak hours. Outside of youtube, I am able to pretty much pull 100mbps consistently.

Your old cable WAS NOT the worst in the country.

You say 40 channels, and nothing else. Here our cable is 38 channels (when the weather is good), 27 channels (when the weather is bad), and digital, HDTV, cable modem, no advanced services whatsoever are offered. Their cable (no premium channels) costs 40 dollars a month. Our cable provider (Cebridge) is a total ripoff. Also the cable lines are so old and crappy they are all bent and they are cut in various places. No one seems to maintain the system.
