Well, I myself have given up on Charter. In 05/07 a small company re dug drainage ditches on the circle I live on. Charter's cable is underground and you can guess what happened, they had 7 breaks in the underground cable throughout my neighborhood, I lost TV, internet and of course my Vonage. I call and went to main office, Charter did it's best to repair the damage but my house lost everything through cable for 5 weeks. I got a bill from Charter for the month I didn't have service, and even went to their main office to explain the problem. They just shrugged and said pay up your current account.
Now, I am through AT&T dialup and phone service, DTV service and guess till they run DSL here I am on the slow pipe.
Now it is 10/29/06, have been on Charters 10/1 service for three months. After a rocky start while they were changing over servers to the new service, all of a sudden everything went smooth. And has been stable and fast for over 2 months now. I know nothing in life is perfect, but I will give a bigger thumbs up to charter for keeping it flying better
As of 8/06 I upgraded to Charter 10/1000 service, they called me directly with the offer. I had been waiting for a tech to come out to my home to diagnose the lines (signal loss when raining). When I hung up and checked my system, the net was up and running at around 7000/900. It had been down for three days before this. The tech is coming today to check for bad/chewed/frayed coax, but system has been up for a week at this speed.
Seems they have improved their phone tech support which is good. For the most part I am a happy customer
When I called Charter to upgrade from 3/256 to 5/512, had a nice operator that switched me while I was on the phone (it rebooted my modem, vonage dropped!) Since then, I had a few months of mostly smooth service, the past month, more outages than worth it. Calling tech support is a joke, they seem to be the nexus at times for disgruntaled employees, more rude than helpful, been lied to by them on two different occations, can not get DSL where I live, I am stuck.

Well, have to say their 10/1 meg internet service for the most part stable. I opted for the HD service but it was rather a joke, Had 3 chanels that was in 1080i, all the rest were in 640i and even their HD channels were not as clear as my regular outdoor antenna pulling the local HD channels. I dropped it and went to DTV HD, much happier now.
