It's been pretty solid at 3mb down and .5mb up. I don't use any of Charter's services(email, etc.) so don't know how reliable they are.
Update 08/28/08 They've been having quite a few episodes of downtime recently, mostly through the day, but a couple of multi-hour downtimes in the peak evening time.
I own my own Cable modem, an RCA/Thompson DC-315. It feeds a Linksys WRT-54GL router running DD-WRT V24 SP1. Feeds several computers, a large nat device, and a couple of printers.
I'm downgrading tech support simply because the first layer is on the phillipines and I can't understand the thick english most of them speak.
