I pay for a 12m connection and I am lucky to get half that. I regularly get less than 1m. On many occasions during one of many, many support calls i have clocked less than .25m. Thats less than 1/48th of the speed that i pay for. Also, Support is very lacking with their system seeming designed around preventing the customer from communicating directly with anyone who can effectively remedy the problem. I have spent a total of more than 5 hours spread across over 12 phone calls attempting to connect with a support or sales specialist who can help me. Lots of transfers, deferring to higher authority, excuses, and bluffs. The company fails in so many way. The unfortunate thing is that they are the only provider of DSL service in our area - otherwise this fiasco would have ended long ago. If you have a choice, by all means: avoid windstream.
