Well just a small update Cogeco has now been offering great speeds to my area for 10 months without issue now. This is very rare but I imagine it's because they did a rebuild of my town. I now see 15mbit constant any time of the day which is awesome. But as always you need to watch out with Cogeco as when things get bad it can take a long time for them to fix it up. Sending out techs that cannot do anything is normal as most problems seem to not have to do with signal issues which techs coming to your house generally deal with. They cannot fix the congestion issues or area wide problems that happen.

| cogeco speeds cogeco ping rates have always been great according to other reviews. i've heard of problems with the p2p and torrents though and thats pretty much hit and miss. some people say its traffic shaping and that can be countered by using azereus with encryption turned on. before u make a decision i would suggest trying the same service with another pc or borrow a laptop.

well cogeco's real problem is that they've offered new speeds, and their backhaul from toronto (where they aggregate their downstreams, which sadly consist of cogent communications and peer1 now ;() to burlington (where they actually aggregate the cable modems) is an overloaded oc48. they are working to fix this afaik. not that this means anything to most people whining on forums 
having said that cogeco delivers relatively good service, i was a beta tester for cablenet's wave 10 years ago, and have been loyal since then. face it, bell's atm cloud is congested, and their network is wellfare :P the other little dsl resellers varry in quality, so read wisely before signing.
praise the lord for inventing the p-cube, and allowing them to throttle p2p because of this, i get ~1080KBytes (not bits) sustainable almost around the clock, but I live in a pretty sparse area (large lots, fewer homes per docsis bottleneck) in the GTA.
