I've had decent to great speeds on Cogeco Standard for as long as I've been using them, and very low latency to most sites. The tech support has been straight forward, and to the point. The only downside to Cogeco is their traffic shaping a low bandwidth caps. Although there have been reports of the caps rising, my Selfcare site still shows a cap of 30Gb, which is low. In all fairness however the only time Cogeco really enforces it's bandwidth cap is when you have significantly exceeded your upload cap. Cogeco is fairly lenient on exceeding your download cap.
All things considered Cogeco is a good ISP, and an excellent choice for home users. Power users will enjoy their extremely high speed pro accounts, and the Standard package is more then adequate for most users.
