I've been in this nightmare for more than one year now. I have line phone and DSL. The DSL connection falls for about 4-8 minutes when we pick up the line phone or it does it randomly and I have to restart the router for restoring it. Slow speed and nearly unreacheable customer service. I'll switch to TWC as soon as I can.

Line Filter

Do you have a DSL line filter on the jack with the phone? If not then you will have that very problem your having, if you do have a line filter then you might need to get it replaced.

He could also have a short on his line that is triggered/cleared while the phone is off the hook, or he could also have a bad Half Ringer which are also known to play up with DSL connection as well.
