[Updated: Feb 2008] Been a loyal cable customer since @Home back in like 1998. Rogers cable internet has changed a lot over the years. But this will be a review on recent speeds and services.
I recently switched from a DOCSIS 1.1 modem to a DOCSIS 2.0 modem because Rogers was going to cut support for old hardware. New modem provided the same speeds and latency as the old modem (now: 7000/512 kbps and decent pings), but reliability of the line seem to have dropped a little bit. After a good two months, Internet would just stop and I must reboot the modem. That is a minor annoyance.
The big negative with Rogers in the past couple of years is traffic shaping. Rogers now has the ability to slowdown Internet speed on traffic that puts a large load on their network (i.e. Bit Torrent or other file sharing protocols).
If you don't do any file sharing, Rogers is decent but still quite expensive compared to other ISPs (cable or DSL).
