Robber's cable.
The home of the caps, overlimit fees, and traffic shaping that makes connecting to work almost impossible.
Oh - and don't forget the service with a snarl if you have to deal with billing or tech support. 90% of the time, talking to your desk is more helpful that the Tier-1 tech support. If you get to Tier-2, they are orders of magnitude better.
Install went smooth - to a point. They showed up on time, but did not even try to active my (owned) modem. I'll give them credit - they showed up. Bell took a week to get the line working.
Overall - fast if you want to go to the sites Robbers likes. Yer screwed if you have/want to work from home.
Never though I'd say this, but I miss Shaw Cable.
