All you really need to know about Rogers is that while they claim, loudly, that they don't throttle P2P downloads, it's a flat-out lie. They also (illegally) throttle games and other applications, using test equipment that by their own admission they don't fully understand.
They also have some of the worst technical support on the planet.
Rogers is to be avoided whenever possible.
