I've had Cox HSI since the @Home days in 1996. Over the last 10 years the service has been largely trouble free. Since the install was 10 years ago, there is no point rating it now.
The only neg I have about the service is the monthly caps. I download a lot of stuff (mostly usenet along with some GoToMyPC and streaming Sirius) and run up against my monthly caps all the time but have only received 1 abuse letter and that was during the @Home days before Cox was the actual ISP.
With the upgraded 12Mb/1Mb tier I'm careful not to blow through my caps every month which is probably why I haven't received any notices from Cox. While I can understand why they have caps, their DSL and fiber competitors don't and I find myself having to give up doing some things I would otherwise do if it weren't for the caps. Oh well, for the caps they take a big value for the money hit. On the bright side, at least they say what the caps are unlike some other cable companies.
If you don't download a lot month after month, Cox HSI in Orange County is very reliable (in my 10 year experience) and is reasonably priced. As always every neighborhood is different and what is great here, may suck royal in your neighborhood and the best advice is to talk to a neighbor who has it before buying.
