I have been using WOW for around 3 years now, and have only lost service 3 times. Twice were network wide outages, and once was local storm damage. All 3 times service was back up within hours!
I originally had the 4/512 service which was always a bit faster, and was recently auto upgraded to the 8/1 service which has always tested spot on!
The TV picture is always great, and I am pleased with having access to my local HD stations without having to purchase the HD service!
UPDATE 11/20/08
Well, things have been O.K with my internet recently. I have noticed since the initial speed increase my latency to the Chicago speed test server has increased from 10ms to 36ms. Time of day does not seem to matter, and my speeds seem to jump from 3Mbps to 7.5Mbps, a far cry from the stable 7.9Mbps to 8.1Mbps I was getting only two months ago... It has not affected me much because I have been to busy to really move a lot of data through the pipe, but it does seem that my speeds hit their lowest point when I actually want to use the bandwidth.
It must be a network issue farther upstream because if anything I have noticed that more people are either switching over to Comcast, or having Comcast as a first time Cable, HSI customer.in my neighborhood.
Overall, I still have no urge to switch over to Comcast (it took me long enough to finally get rid of them) or DSL, I only live 3 or so blocks from the CO though, so signal quality would not be an issue. If these speed issues don't improve soon though, I may start researching the other local offerings...
UPDATE 12/05/08
Well, I am not exactly sure what they did, but over the last few days my speed tests are hitting between 7.8 and 8.1 down and 990 to 1.1 up stream with a latency of 28ms to Chicago. Just for fun I gave the server in Toronto a ping and although I had a high latency (100ms or so) my speeds were still accurate.

Things are still looking good, my speeds are still where they should be even after trying to beat my connection into submission 24/7. I'm going to be upgrading my cable service sometime after Christmas and before New Years, so I'll report back then.
