A couple years ago, I ordered the Basic plan(Which was 1.5/384), for $15 a month.
When that year was up, we upgraded to the pro plan (3Megs) for $17 a month.
Last year, I upgraded to Elite, for $26.
Everytime I upgraded, the speeds took effect within days, not weeks!
I always get about 5500k, never lose sync, and never any latency issues.

UPDATE:
Just got off contract with Elite, price was boosted up to $34.95
Thinking of switching providers (DSLExtreme) for the peering they offer.
AT&T peers with cheap transit providers (Cogent)
Reliability is great, never any downtime!
