When I need phone tech support, I always ask to be sent to second level because I have done the basic work already. Having worked in mainframes and networking and pc's I need someone who knows what I am talking about. I also worked for Pacbell for two years on their networks and am used to talking to the test board.
That said, mean time to recovery is good.

When I was sold 6mb service, performance was miserable. Turns out when the tech came out and tested the quality of my link to the B-box, retries were out of sight because the max speed my line to the remote terminal exceeded distance prerequisites before an order should be processed. There is a distance limit on the fiber remote terminal at the B-box out on the street to your house. It was reverted back to 3mb.

They refunded the upgrade difference for the six months I had the upgrade because the tech wrote in the trouble ticket that it was impossible to run 6 mb.

When I upgraded years ago from fixed IP on copper to dynamic IP on a fiber remote terminal (to get higher speeds from 764 kb), to the central office originally at 17,000 ft, the process took several weeks to get up and running. Sales did not see to change my Alcatel modem to a Speedstream (protocol change) and change the 4 wire circuit from the inner pair to the outer pair.

That took awhile to resolve. Sales is too eager to upgrade and were not trained well and did not effectively communicate and order the correct equipment to install.

On the whole the DSL runs pretty well on average.
