Service has been rock solid for the last couple of years, at 10Mbps. I have the L package not M, which has no speed benefits over M, but allows more data before it gets capped.
Virgin media's capping scheme is reasonable - if you go over the various data limits it cuts your speed (I think it's by 75%) for several hours then lets you back up again.
The times and limits are a bit complicated but I've only ever hit them once or twice, and at least there's no penalty or hard limit, it just slows you up for a bit.
