They resolved the issue.
Back to my original issue. After resolving the issue below, I called back and asked about them binding a MAC to the modem. The level 2 tech said that they dont do that, and never have. I said alright. I then went and pulled the network card that was previously working with the cable and popped that into my new router. What do you know... My internet just magically works?

We have been using wave with two static IP's for about a year and a half
now. One of the static IP's are dedicated to our webserver. I was having an
issue getting the modem to reset the MAC address to use the new card in my
firewall. So I called them up to ask if they could help out. I was put on
hold for a while, then they came back and said those IP's don't belong to us
and they are changing them. wtf? I am currently trying to fight it. If they
do change them, that will be alot of work for me to change everything over.
I will update when I have more details.
