I am using the service to contact my family in Canada (from France) with their Skype account (free, with video) or by calling them by phone with my $3 plan. I also have a French SkypeIn number (cheaper with a SkypeOut plan) that costs $40/year. SkypeIn is not available for Canadian numbers, so I had to buy one with another provider (voip.ms) and forward it to my SkypeIn number.
Pay as you go rates are not so bad, but not the best. And there is a connection charge (generally the price of one minute). TIP: if you do not need so much Skype credit (I have to buy a minimum of $14 CAD each time), just pay your SkypeOut plan with it.
Software is available on Linux, but there are some reliability issues. Sometimes, SkypeIn calls will not ring, or even calls from other Skype users. Calls to phones (mostly to France) can be problematic too.
Overall, it has a good value for money.
UPDATE: still good for PC-to-PC calls, but there are cheaper alternatives for PC-to-phone
