I had a dry loop line through Bell for $35 a month, I had massive sync issues for close to a year before I finally cancelled in July. I signed up for Teksavvy in Sept and within a week they had my line put back to 5mbit solid and everything is great so far. I still have errors on the line but sync stays stable for several days at a time.
I haven't used their e-mail or newsgroups as I have my own domain and an unlimited newshosting account.
March 7, 2008 Update:
I moved last year to an apartment and teksavvy had me up and running as soon as I moved, bell messed up the lines so I was stuck on dialup until Bell fixed everything but since then everything has been rock stable 5 mbit.
