After being disqualified for Cable due to my postal code (neighbors across the street with a different postal code on the same POI can get it, thanks Rogers.) I decided to proceed with a Dry DSL install rather than give Rogers $87 a month. Install was coordinated, confirmed, I wired my house for it and left the end near the demarc, and on the day it is supposed to be installed, Bell came and installed the demarc and even connected my wire to it.
Plugged in my DSL modem, authenticated, and never looked back. Speed is as advertised, latency is fantastic (19ms, vs 15ms i was getting with rogers), VPN traffic runs at full speed as it should, and no problems whatsoever with VoIP.
Overall I am very happy with this. Not the 25 megs i was getting with cable but at least I now don't have to worry about how much I use it in a month.
