I've been through about a half dozen web hosts before trying Surpass over 3 years ago, on the recommendation of many here at DSLR.
I've had a few outages when they had problems at their NOC. They made some major upgrades and since then it's been rock solid.
I'm currently using one of their Reseller plans and hosting about a dozen sites with them.
Support times vary. Sometimes tickets are answered in 15-20 minutes, Other times, it's a couple hours.
I'm getting ready to pay for my fourth year of service with Surpass Hosting.
