I have been with ICDSoft since February of 2006. I have had excellent luck with their service - far better than I expected for just $6.00 per month (paid 1 year at a time).
I have had almost no problems with the reliability of their servers, and only very brief downtime when there were issues at the data center they leased from (they were honest and these problems could happen to anyone). The server response time is very fast for both web and email.
In terms of features, they are not designed for the beginner. There is no web design software included to help you, so you have to code it by hand or use other software and upload the changes over FTP (they also support FrontPage extensions, but will remove support for these if a serious security vulnerability or compatibility issue is found since Microsoft is discontinuing support for them). They do not bombard users with special offers for other services. They support various scripting languages including PHP4, PHP5, Perl, and Python. They also offer MySQL 4 & MySQL 5 databases.
If you need more than what is offered in the base plan, you can upgrade to the business plan for $10 per month. If you upgrade within your time you have already paid for, you will only pay the difference for the remaining months in the term. If you still need more, you can upgrade to their Business x2, x3, etc. plans in the same manner. They also allow you to selectively add features (so if you just need more MySQL databases, you do not have to pay for the other features that you don't need).
They have a very good custom control panel that doesn't get in the way, but is still very functional (and has improved since I first started using their services). They also have custom webmail client software that works extremely well.
The biggest concern when signing up is that they offer no phone support or phone based customer service. They only have a ticket tracking system online. However, they respond to all support tickets very quickly - all of mine have been replied to within 10-15 minutes, most in 5 minutes or less (the ones that tool 10-15 minutes were for more complex issues, such as having them review why a certain script wouldn't run on their server - and they always have had a solution). The support is very knowledgeable about web hosting in general. They are very professional and helpful.
I also don't like how they do not currently have their DNS servers distributed in geographically different locations. However, if that is a concern, you can just use dnsmadeeasy.com or other similar services. Unlike some shared hosts, they do not force you to use their DNS servers.
They are not the cheapest host out there, but are still very affordable. Others have them beat in terms of disk space and bandwidth for the same or even lower cost (which tells me they are just overselling more), but the great service and reliability make ICDSoft worth it.
They appear to have been in business for quite some time. I am very happy with their services and have recommended them to others.
