I have had Time Warner Road Runner service (formerly Comcast) for several years. In Socal (formerly Comcast territory) the lines and infrastructure have not been maintained properly and were cobbled together crudely. After buying the Comcast areas in Socal in 2006, they have been slowly upgrading the old infrastructure.
I have noticed less packet loss and more consistent performance recently; however the Time Warner internet connection is still not as consistently reliable and free of packet loss as my DSL line.
The speed is fantastic (I have turbo) and as of recently I am almost always getting the full 10 megabit download and 1 megabit upload. Historically though the speed has been inconsistant due the "shared with the neighbors" nature of cable modem systems. Until recently at peak times, the service would slow down considerably at different times of the day. It seems that recently Time Warner has improved the consistancy of the speed, that is I am noticing any more slowdowns during peak times. Perhaps they have been booting the customers that have been abusing the service by running bittorent or servers 24 hrs a day.
Historically there has been a lot of packet loss with my cable modem. Recently it has improved somewhat, however there is still some packet loss and every 25-40 pings goes unanswered.
With my DSL line I can get at least 100 pings before an unanswered ping.
The bottom line is that in Socal if you need no packet loss (for applications such as VOIP) Time Warner Cable modem service is not a good solution. You would be better off with DSL. If you simply surf the internet and download lots of music and movies then Time Warner cable modem service is excellent and unrivaled by dsl in speed.
When I had Vonage over the Time Warner cable modem, I had lots of problems with the service. When using it over my DSL line, I had much fewer problems such as dropped calls, garbled voice, etc.
I have recently moved to TIme Warner's digital phone service, which has simply been fantastic. In almost a year I have only had a single dropped call. Voice quality has been perfect, better than copper even!
