Switched my GF from Vidéotron HS lite (29$/mnt, 2.5M/256K, 3GB/mnt) to TekSavvy Cable (32$, 8M/1M, 50GB/mnt). Bought the modem and paid the activation costs.

Videotron deactivation was Dec 8th 2010. Their modem lost the IP at that date.
TekSavvy activation date was scheduled on the 8th. Disconnected Videotron's modem and installed the modem I bought from TekSavvy. It worked immediately.

Speed was advertised 8300/1030 (speedtest.teksavvy.com) and latency is excellent and constant with 20 to Google and toronto.voip.ms.
