I've been a Verizon DSL subscriber for quite a few years now. (8+). I only have had one or two hiccups in that time frame. With that being said, I think that says a lot for the stability of my connection.
Initially I only had 768K DSL, which we upgraded for a small fee (at the time) to 1.5MBPS. About a year later, Verizon had upgraded our line to 3MBPS for free as broadband became more prevalent.
I have experienced nothing but steady ping times, and also receive about 92% of my rated bandwidth at all times.
I must admit, their first line of customer support is lack luster, although it seems to be in place for the less knowledgeable users. (Is your modem plugged in?) With a bit of persistence and a few requests to speak with someone higher, my problems were always very quickly resolved.
I don't recall having any billing problems, and the fact that I have no caps imposed upon my connection is a plus. Although I don't download much anyhow.
The only other negative that comes to fruition, is that I seem to receive junk mail quite often. It is no problem as my junk mail filters quickly dispose of it, but its still a nag for the fact that it gets to my inbox in the first place.
All in all, its been quite a pleasant experience with Verizon. The city has just signed a contract with Verizon for Fios (Philadelphia), so we are eagerly awaiting for them to roll that out, so we can get rid of our Comcast cable, and also get a much faster and more stable pipe at the same time. (The old two birds, one stone ideal!)
