I have had Qwest.net for well over seven years. I resisted the MSN ISP push and stayed with Qwest.net. I run my own mail servers and I have maintained a paid for a news feed ever since suffering with Earthlink's broken feeds around 2001, so why not reap the savings of Qwest Broadband Basic? There is undoubtedly a line fee on my bill, but it is most certainly itemized under my voice services. I couldn't find the line item for the static IP block, but I included it in my total because I know it is $14.99. Qwest.net broadband basic with static IPs is great for any small time admin. If you aren't computer and network savvy, you may want to go with another ISP. If possible, you should support a quality local ISP over Qwest's MSN offering, even if it costs more.
