    I now have Qwest DSL at my home, with their fastest-available speeds of 1.5mbps/896k. Overall I am very satisfied with the service, and the fact that I can get 5 static IPs for only $15 a month.

    At first, I ordered Qwest with MSN. The salesperson over the phone told me the speeds were 1.5mbps/1mbps, which they are not (the upload is 896k) so I am rating their pre-sales information as a 3.

    After finding out that I needed Qwest.net to get static IPs, I called and switched over. It took less than a week, and I now have a block of 8 IPs (5 usable). It's nice to have reverse DNS control over them as well.

    I'm paying $28.00 for my circuit and $9.95 for Qwest.net, for a total of $38.95. I also pay $14.95 for my IPs, which adds up to $53.90 a month. Overall, it's a wonderful bargain, especially with the service reliability. My only complaints are the download speeds (which will be improved soon with Qwest's fiber rollout) and their tech support (which, not only is located in India - correction: Philippines, but not that knowledgeable). I've also managed to get interleaving turned off.

    Update: That was just one bad apple I guess. I've had some dealings with the Qwest techs in the Philippines and they are nothing short of amazing.

    Update on June 2nd, 2008: A few weeks ago I switched my ISP over to XMission, because of their better IP pricing and IRC support. The ping times on their regional services are bad, however, so I've switched back to Qwest.net Internet Basic. My line was switched over to Qwest.net, but support can't give me my PPP login until the order is actually completed. I guess it's a good thing my neighbor has open Wi-Fi.

    Update on June 3rd, 2008: I called back a few hours later and talked to someone in their US tech support department who gave me a different password. Works great. Because of this experience with their tech support, I've downgraded my rating on that to a 3.

    I've also upgraded to a block of 16 IPs rather than the 8 IPs I had previously.

    Not sure I want to post an email or phone number to get it done... It'd definitely get hammered and I don't want it changed. That's just going to have to stay secret for now, but I will say with a bit of digging you can do it.
