When I selected Qwest for its DSL service, I did so because our local cable company could not (and probably never will) offer broadband service without caps/thresholds/throttling/etc.
Simply put: Qwest is the only game in town worth "playing" in the Fargo main area if they're your telephone provider. I cannot speak to the others and can only suggest that you ask around if you're curious.
Qwest is truly a difficult deal to beat in my area! (Now if only they could be convinced to deploy the new fiber services out here..)
