Belgium
$49 per month (12 month contract)
about 3 days
"Decent speed (3,3Mbps/256K), no oversubscription, usenet srv available"
"Transfer limit (15Gb), frequent disconnects (2-3 / day)"
"Best througput & reliability but annoying limits & low upstream speed"
Pre Sales information:
Install Co-ordination:
Connection reliability:
Tech Support:
Services:
Value for money:

I originally ordered their "standard" residiential offering (1Mb/128K) at 40€/month (49$). Install time took 3 days because I was switching from ISDN to analog + ADSL. Initial setup was Alcatel Speedtouch Home connected to KERIO Firewall 5 software firewall using PPPOE (dynamic IP).

Positive experiences : since signing the contract 1 year ago, speed has gone up to 3,3Mb/256K. ISP = national Telco with "huge" backbone capacity and lots of "light" users so virtually no oversubscription on DSLAMS or Redbacks.
Negative experiences: 15Gb tranfer limit / month is small. Besides the contractual 36hr disconnects I am experiencing several addional disconnects /day, often during peak hours (20:00-2200h).

Current equipment : Zyxel Prestige 653H ADSL modem/router/VPN appliance running 4 VPN tunnels simultaneously (with limit traffic over the tunnels).

I have not used tech support or other ISP services at all so I can't rate them (beyond stating that I obviously did not need to use them to keep my connection alive).

BELGIUM
$40 per month (12 month contract)
about 1 days
"Easy to install"
"limits for transfert (15go)"
Pre Sales information:

Value for money:

They sold pack all-in-one (modem and contract), One week for having the access (officially, it take 4 days with a week-end to have it), Dynamic IP's
Installation process easy, just plug the modem (USB for me, but there is others), install the software, type you login and provided password and here you are ...

You got sometimes deconnections, you need to go on the status pages to see what's happened (of course when you got back the connection). No mail notification for appologies when big problems.

New Point : When you moves from a city to an other; you can notice difference of quality of the lines ... Of course depending of the physical line, distance of the nearest server.

New Point 2 : When I got some problem (slow line), I have wait 30 Minutes before getting somebody to answer ! Hotline (even if it is free) is not good.

New Point 3: They have upgraded the speed of all the lines without asking more money! Now the download speed is 3.3Mbps

New Point 4 : They have upgraded the speed of all the lines without asking more money! Now the download speed is 4.6Mbps

$30 per month (12 month contract)

"They promised 750 kbps and i get 1.2 - 1.5 mbps linespeed so they give me more for my money"
"server sometimes drops the connection"
"you get what you pay for"
Pre Sales information:

Value for money:

I have a turboline go, and i get amazing speeds.
When i was running windows ME it was even going much more faster (like 2.4 - 2.8 mbps really true.)

Now on WIn 2000 and xp i get 1.5 mbps max, and they say in the contract to deliver 750 kbps so i'm quit happy with that.

Another possitive thing: their counters are dead, so we can transmit as much data as we want, for the same money.

Overtall : slower than those cable-guys in my country, but i'm quit happy with it overall.

belgium
$40 per month (12 month contract)
about 7 days
"service, speed, info from Belgacom shop"
"info from Belgacom 0800 number, expensive hardware"
"happy puppy"
Pre Sales information:
Connection reliability:
Tech Support:
Services:
Value for money:

very different information from Belgacom shop and Belgacom 0800 support. Many misunderstanding about support of USB on WinME (0800: works fine, shop: it does not work). Went with the shop, and got the (much) more expensive Alcatel Speed Touch Home (ethernet card solution).

Speed seems even higher than advertised. With DUmeter I have sustained values of 105 kb/sec to movie trailers on //www.apple.com/trailers ....

"Belgacom & Skynet are constantly improving their service. If there are any problems they try to solve them asap."
Pre Sales information:
Connection reliability:
Tech Support:
Services:
Value for money:

I first want to state that I speak in name of myself.
(I work for Belgacom, but this is my personal opinion.)

I ordered a Turbo Line Go and after 2 days it was up and running. Note: I had to phone Skynet (ISP) to know my login and password. Otherwise it takes up to 10 days before you can connect.

I had no problems installing the software and the USB modem.

I encountered some problems untill now, but most of them were due to external reasons. You can see it at »www.skynet.be than click STATUS at your upper left.

You see when the problem was discovered, what they are going to do about it and when the problem was solved.

I have done some speed test at dslreport.com and after doing several tests, I even get results, higher than the ordered 750/128.

undisclosed location
$200 per month (12 month contract)
Pre Sales information:
Install Co-ordination:
Connection reliability:
Tech Support:
Services:
Value for money:

First, you must know that Belgacom, TurboLine and Skynet are 3 "separate" companies.

Belgacom is the TelCo, Skynet is the ISP, and TurboLine is the DSL provider.
Belgacom -a former state company- has a complete monopoly over TelCo market.
TurboLine is an offspring of Belgacom - officially independant.
Skynet is another offspring of Belgacom - also officially independant.

To keep it 'simple' and 'to the facts', here is the situation:

Their DSL offer is split in 2 big categories:

    1) TurboLine/Go is aimed at the basic user ($40 per month)
TurboLine/Plus is aimed at the advanced user ($60 per month)
    2) TurboLine/Pro is aimed at the SOHO market ($200 per month)
TurboLine/Platinium is aimed at the highend customers ($2000 per month)

I've ordered the TurboLine/Pro (static IP, 20 Go/month, servers OK) the first week of August 2000, they promised it would be installed in less than 5 weeks.

After several complaints (20+) to their customer services, it was finally "physically" installed on December 29, 2000. I insist on "physically" since, one month and six technicians later, the line is still not working as of today.

Now they are trying to blame my network for the problems. That network has been working for years with every type of connection I had before (PSTN, ISDN, leased line, ...). I also have to add one small fact... I am a Unix System/Networking consultant with 8+ years of expertise deploying IP networks.

All of my machines are able to see/use their ADSL router, every packet I send goes to that router, the router receives every packet, transmits them to the DSLAM and gets no answer back.

My own ideas about the source of the problem, I cannot prove those are the source since I have no login on the router:
    1) wrong routing table on their ADSL router (a traceroute of its public ip loops back on itself)
    2) the router is physically defect

They came 6 times to work on my router, they are now trying to bill me for travel expenses. They are also trying to bill me for the installation.

The contract is a real swindle... you are bond for 1 year from the moment you signed the contract. You can cancel but then, you owe them the money until the end of the 12 month term + any technician fees + administrative fees. The contract also specifies they have no obligation towards quality of service and basically that the user has no rights. That contract is a shrimp-wrapped contract, you only get to see it once you signed.

    So if I cancel my subscription, I am supposed to owe them more than $2000 ($400+ install + 7 * $200+ + 6 * $40 + administrative fees) for a product that never worked.

I've *never* encountered such a low quality of service from any ISP i've ever worked with (and I've used FREE ISPs before).

    Mike
ps: I know it looks like an horror story, but everything is true.

Here are the points I would give them if Dslreports allowed scores from 0 to 5:

-Pre Sales information: 0/5 (unable to answer any questions about policies and security, only able to give marketing infos or price)
-Install Co-ordination: 0/5 (had to call back 20 times to get it installed after 5 months, installation took a half day before the first technician gave up)
-Connection reliability: 0/5 (not a single packet has ever gone out through their router)
-Tech Support: 0/5 (unable to answer any technical question if not Windows related, almost no clue about network in general, unable to keep deadlines)
-Services: 0/5 (again, 6 month since order - product still not working)
-Value for money: 0/5 (at $400+ for installation and $200+/month, one can expect some things like real support, technical knowledge, ...)
