I came to my computer this morning and have never seen such speed. My speeds have been terible every since I switched to Charter. I do not know what happened, but I only think it fair to report that my test on MSN came back with speed of 927.3 Kbps and 113.6 K bytes/sec more than I was promised and more than I expected. I am sure that my review last night had nothing to do with this improvement. I will report later on how service is maintained.

Charter in my city only offers 1 bandwith package, 512kbps down 128 kbps up ...only wish i actually got that, the first month when i was one of the testers it was pretty good not that great just pretty good. Now I hate charter with all my heart and soul. Almost everyone i know in my town is sick of them infact tomorrow im calling the city to complain about them cause im just tired of their runarounds on why their service is so bad. Ive actually been using my 56k lately cause im just tired of how bad their cable is, check out this URL and tell me if this is the kind of service you would like, I get so much packet loss, www.dslreports.com/quality/nil/244633 my friends get the same results as i do, its just terrible. I cant play an online game with my cable modem anymore cause all I do is lag out. Ive been using my 56k for that and even been getting close to the same pings with my 56k but the sweet thing is I ACTUALLY HAVE THROUGHPUT WITH THE 56K AND NO PACKET LOSS, and now id just like to take a moment to compliment my dialup ISP Go2america on there constant terrific service too bad they arent running the cable modem service *sigh*

I've had Charter's Pipeline since 8/99. Aside from a rocky installation, I've had very little trouble with it. I didn't learn until after I had ordered the service that there would actually be two installations. The first would be for my new cable TV (which I hadn't really wanted, but had to get to have the internet services) and then a second to actually hook up the pipeline. Install day came and they showed up as promised. There was an issue involving the level of cable service I needed to get the signal through and they needed to change some of the filters around to get my signal going. They got the lines installed, but refused to install it to my NT system. They told me at the time that they do not support NT operating systems and that I would have to do my own install. Being a fairly technically saavy sort of guy, this didn't bother me too much. Unfortunately, I wasn't able to get it going. Several phone calls to tech support and a week later, we did finally figure out that there was bad firmware on the modem, and Charter was able to reflash the modem.
Since then, my download speeds have been fantastic! I have to specify download speeds because my cable is only one way. To upload, I require a 56K modem and a nearly dedicated phone line. Talking with Charter, I was under the impression this would be only a temporary sort of thing. A year later, I'm still waiting for the great conversion to bi-directional so I can drop the extra phone bill and 56K modem. I know they have been doing some work in my area, but seems like they're taking a really long time to get this accomplished.

I ordered my service on a Monday and was up and running by Thursday afternoon! I couldn't find a DSL provider that even responded to my requests for information in that time, much less commit to that kind of install schedule.
I have Charter's Silver package, which was originally a 512/128 service with a dynamic IP. They've now upgraded the speeds to 768/128 with only a nominal $5.00 cost increse, which they offset by dropping a planned $5.00 increase in the modem rental charge. The Install was free, except for a 3Com NIC ($50 including the card), since my system doesn't have one. I even received a $20 credit on my first bill since the installers missed their 11:00 a.m. to 2:00 p.m. appointment window by 15 minutes.
Monthly cost for the service is $39.95 plus $5.00 per month to lease the modem. In addition, the first month of service was free and there's no contract required. They include 20 hours per-month of dial-up access through Earthlink so you can go online on the road, although that's at 56K, of course.
This is a good deal relative to comparable DSL packages in my area. I'd have to pay at least $49.95 per month to get these same speeds over DSL and I'd be locked into at least a one-year contract.
Charter could do a much better job with providing information on their Web site. What's there is fairly useless and, in some cases, misleading relative to what's actually available. In addition, they didn't provide any information about how to get my e-mail account set up or any other new customer information, except for a standard Earthlink piece on the dial-up account.
After tweaking, I was getting speeds of 590/180 on my 512/128 service, which was great. Now, they've increased the service to 768/128 and I routinely clock speed tests of around 835/190.
Charter has a bad rap, and deservedly so, in many areas, but I have absolutely no reason to complain and every reason to be happy. In addition to a fast install and good speeds, I've only had a few minor outages and the only time I had to call tech support, my problem was resolbed on the first call.

i looked up charter (isp is earthlink) on the web to find their product offerings. called them up to get a brochure, as well. they offered a 'best effort' speed of either 256kbps or 512kbps--i don't remember which but it was probably the latter--at $39.95 a month plus a $40 one-time installation fee. the day i ordered to the day i began surfing was about a week. it took the installers maybe an hour and a half to survey the incoming cable line, drill holes, set up the cable modem (3com brand), call charter to confirm, and set up my computer for use. i had to call technical support about a week after because i wasn't able to connect after installing a new ethernet card, but that was resolved quickly after the tech told me to simply turn the cable modem off and on again. since then i've had a reliable connection to the internet for 2 months now. my only complaint (if it can be called that) is that the connection is slower than what broadband (cable/dsl) is capable of. but i've been hitting around 550-650 kbps consistently at various times throughout the day and night. i have yet to experience the congestion that supposedly accompanies cable connections because of their 'shared' nature. but if my connection slows, i'll be sure to report on that. my overall experience with charter has been good. although there are many factors that could affect such a smooth process (users' systems and settings, cable congestion, an error by the salesperson, etc.), i'd definitely recommend charter to others.

we had charter installed the first week it was offered here.the first day charter was installed it did not work then worked a day latter and has stayed connected since only big problem has been speeds we were told 512/128 first 2 weeks speeds were in mid 400k dl then we becane noticing speed drops at night down into the 100K's and some as low as 70. In contacting them they said the network would slow down with more users as it is a shared medium. duh we know that but to almost dialup is really poor can not consider it high speed when it is almost modem but we would switch to dsl if it was available but it is not offered yet when it is if charter is not better were changing

After being in Pacbell hell for 4 months, trying to get them to connect all of the pieces I finally gave up. 4 months and 32 calls to customer service. They really don't know what they're doing. They still haven't asked for their modem back yet !!!!
Then I tried Mindspring. WHAT A DIFFERENCE..... 28 days start to connection. the only bad point was that the Covad engineer really didn't know PC's, and so had problems installing the software. PPPoE really seems to be a pain to install automatically. I had the same problem with the Pacbell self install kit.
Once I fixed that and had the registry hack in, I'm consistently getting high 1200's down and mid 300's up. All for $50 !!
Only other problem was that Norton Internet security had numerous problem once I went to DSL. I've ended up dumping it and getting a DSL router which will act as a firewall and split the line.
Bottom line : Mindspring, Covad & DSL rocks.

Like I said.....save yourself the hassle of not bothering with this company. Try DSL perhaps.

If there are other broadband ISP's in your area, I'd say go with them.
