Have had problems for months that they claimed were not them. Finally, they sent a tech out (Took a week from booking the appointment using the earliest time available). Ends up being that I have too high of gain on my modem, which was causing intermittent latency / packet loss. Tech support takes days to answer. If you have a problem, expect it to occur for two weeks.
I have the 14Mb residential DSL service, and I get the advertised speed most of the time, and with a decent connection most of the time. Latency is lower than Bell DSL.
They were dishonest about the fees upfront, and slammed me with a random install fee since I didn't order Cogeco thru my apartment buildings representative. They have fairly low bandwidth caps now as well, and they are increasing the overage rates. I wouldn't recommend Cogeco to anyone, the only time I would sign up for it is if nothing but Bell is available.

Ultimate 30, decent price if not for the 125 gig cap.. I hit 90 gigs just downloading legit games off of steam and movies. Will be moving to Teksavvy as soon as they introduce 25/7 here.
Also, their usage meter is severely flawed. I have taken test after test, router after router and it always comes back at least 5% MORE than what I have measured.
Bottom line: If youre a user that will hit 100G/Month, be weary.

HORRIBLE CUSTOMER SERVICE!!
I was speaking with Graham in the television tech support this afternoon because my TMN/MPIX OnDemand is still not working despite me ordering it on Thursday (almost a week ago)!
Graham's response to me was that I did not need to keep calling back!
Apparently I do as I was informed by a supervisor yesterday afternoon to call back in 24 hrs if the issue was not resolved.
CUSTOMER SERVICE WHAT A JOKE!!

Value is less when compared to 10 years ago.
Most recent experiences: 1) Speeds for business starter increased to 10 mbps (down).
2) I had a change of name (ownership) on the internet account. My automated preauthorized credit card payment was no longer processed because of the change of ownership. They didn't inform me of this and I didn't know I would have to set up automated payments again. I got hit with a 2% late interest charge (not that much) and they waived it. Everything was set back to normal. Pretty good aftermath experience overall.
3) Painless tech support visit to a packet loss problem. The problem was the cable modem I think.

Recent changes to bit caps, and overall value of the service have forced me off. I laughed out loud when the retentions person told me they had a new $ 150/month plan that would fit my needs. 50MBPS w/ 150GB bit cap - how useless is that?
I was on the pro service and except for overnight, I never achieved anywhere near the 16mpbs advertised. Instead I would constantly get anywhere from 3-6mpbs during peak periods.
I ended up switching to Teksavvy and have Dual Lines w/ a maximum rate of 10Mbps and a bitcap of 400GB. Works out to $ 80 a month and a much better value. Plus I actually get my 10mpbs even at peak periods.

In September 2009 we signer up to a High Speed Lite paying $31 with Cogeco. This was the only package we could afford at the time. We were on a 12 month contract and at the end of that we called them saying we could not afford to pay that after the 12 month contract so they kept it at $31. I got a raise and could afford the High Speed Standard which would be perfect for me and we called them up to change and it ended up they were able to give us a discount so we would pay less then it would actually cost so we took it.
Only once or twice a very long time ago our tv was out for about 2 hours and our phone plus internet. Once we called them and we asked them to send some guys over to fix something on our modem but they were hesitating to send one over so they wouldn't but then they finally did and they fixed the problem with one of the wires.
Our speeds are definitely what they say and most of the time over. When download .exe or .zip files like regular files I usually get up to 1 Megabyte a second and with torrents sometimes up to 1.6 Megabytes a second which is really more then I need.
On July 4 - July 7 the Internet Usage was out and was glad that they wouldn't add it to our bill and I downloaded a lot those days. XD
Overall Cogeco is a very good company to go with in my opinion. I do not know why other people are giving them such bad reviews. I live in Belleville which has about 75 thousand people so pretty big.

Ever since Louis Audet took over control of Cogeco from his daddy (gotta love the silver spoon right?) Cogeco has gone from being a company interested in customer happiness and support to a sleezy company that lies and changes policies on a whim when it best suits them to make the most money. In short they've taken lessens from Bell to basically become a baby bell when it comes to customer service. Don't just avoid a contract with them - avoid them at all costs.
Even Time-Warner has refused to deal with them anymore and has started to pull their channels (Peachtree) from the Cogeco line up and refuse to let others (TCM) from being added. When other major media companies can't be bothered to deal with them that's a good indication to the customer to do the same.

Living in Oakville I don't have much of a choice for Internet, either DSL (Bell or one of the other suppliers using Bells DSL in the backend such as Teksavvy) or Cogeco. I tried using DSL but the line to my house constantly had problems, and let's face it 5-7Mbps just doesn't cut it anymore. I wish I had more options, but Cogeco isn't all that bad - very stable, low latency and never had a problem - I just hate having to worry about my Bandwidth Cap. I wish I could use the Internet for stuff like Netflicks or Backup but don't want to risk the cap.

The utmost disappointment is with Cogeco's package pricing. It is horrendously out of date and is outrageously overpriced when compared to what the rest of the modern world is paying for high-speed internet.
It was nice when my speed was upgraded to 14Mbps (down), which preforms quite well, however with a 60GB/month cap and $1.50/GB for each GB over, its a cash grab on their part. The 1Mbps upload speed is pretty weak as well.
(I think Shaw cable's packages are a pretty good example of the direction Cogeco should be going.)
It would be nice if other cable companies were able to operate in this area. At least it would heat up some competition and lower prices!
In the rare instances I've needed to call tech support, all of the representatives were extremely courteous and knowledgeable. One disappointment is that Cogeco offers no support for software other than MS Outlook/Mail and Internet Explorer (and their respective Apple counterparts). IE has only about ~55% of the browser market share. Many more people are using browsers like Firefox, Chrome and Opera these days.
On Cogeco's website, their packages are not well described, for example, with my package, they describe what you can do as:
Download: Up to 12,000 Mp3 Or up to 1,200 movie trailers Or up to 120 game demos
12k of Mp3s is pretty ridiculous. Am I seriously going to download 1200 movie TRAILERS?? I want to know what that means in terms of if I have Netflix. How many netflix movies can I watch a month? Trailers, Game demos and MP3s vary greatly in size, these numbers are pretty shady.
You can't really find better speed and customer service around here. We had a terrible experience with a large national DSL provider a number of years back, and there's no way I would ever go back. They are the only other option, and it's not even a real option.
Thanks Cogeco, for being pretty good, and our only choice.

When I first got the service, it was a two week wait, but that was when it was first rolled out in my area. I ended up getting blazing speeds for just about double the price of dial-up at the time. It was $39.99 at the time, but if you had cable service, they'd throw in the modem rental for free. Service was 5Mb/s, and I was happy with it.
Now:
Cogeco has decided to start gouging their clients by telling them that their only protection from congestion in the future is to pay overages at $1.25/GiB, up to 30 GiB, then they are cut off... unless they upgrade to a faster plan with higher caps. As well, they have been raising prices by nickle and dime methods for the past few years. You are going to raise my prices for service that is not getting better, and you are going to gouge me when I go over my budget of GiB (which is electrons, and I can liberate those with a balloon and my hair).
No, it doesn't make sense to me, either.
Why am I still with Cogeco? Two reasons. Their customer service is second to none. When a company tells a perspective client not to get their service because it's throwing money away, you know they're really interested in their client base. Second, I don't have a credit card. If I did, I'd be going to a third party for Bell service, which has now been upgraded to 16 MBi/s, and I can still get unlimited over that party.
Even though this is going to be against their CATV service, I have to talk about it... either before or when the CRTC TV tax comes into effect, I'll be putting up an aerial and getting channels OTA. Considering the crap that is on most of the channels I am forced to obtain, no great loss. Cogeco has become too much of a money grab for me. Sorry.
EDIT / UPDATE
I am no longer with Cogeco for either their internet or their cable. I could not justify to my family or my pocketbook $80 for hundreds of channels we simply do not watch, or could get through alternative means, and speed was not my driving force behind my internet usage -- total data was, and I was not prepared to pay $80 for unlimited service when I could get it at half the price.
