I switched from BellSouth to ShreveNet last summer because of several issues with BellSouth. Before BellSouth, I was an ISDN customer of ShreveNet for about a year, and they were excellent in that department as well.
Although roughly $5.00 more a month than BellSouth's FastAccess which offers the same speed, ShreveNet has several appealing features that BellSouth cannot compete with. First of all, tech support is available basically whenever it is needed. An e-mail is sent out before certain holidays reminding the customer of special support hours, etc. Also, network maintenance is done routinely, and they notify you well in advance.
I have the $54.95 service which is roughly 1472/256 (this is what I sync at). Speeds are excellent, and because of ShreveNet's highly redundant network, my latency to virtually anywhere on the internet is excellent. One of the big factors that ShreveNet has over BellSouth is that their service is bridged, not PPPoE. This means no crappy Enternet300 or "dialing-up" everytime you want to use the internet. All that is required is plugging in the bridge/router and letting it grab an IP--no additional software is needed. ShreveNet supports every bridge/router on the market, unlike BellSouth who will hang-up on you if you have a bridge that is not sold by them. You can either buy/use your own modem or you can buy one directly from ShreveNet. Also, ShreveNet doesn't mind the use of routers, and won't make you disconnect them when troubleshooting. Although the IP with my package is listed as dynamic, it has never changed and that is wonderful. It seems as though my router's MAC address is assigned to a particular IP address. I'm sure they would change it if I needed them to.
I have had one outage in the nine months that I have been a DSL customer at ShreveNet, and that was because BellSouth disconnected my DSL conditioned pair to provide service to one of their DSL customer's line. When this happened, ShreveNet went to bat for me and got it taken care of quickly. Turnaround was roughly a Friday and the weekend. I had only one outage in the year that I had ISDN and this was also BellSouth's fault.
So far it has been a smooth ride and I don't anticipate any outages or problems. Another perk is that ShreveNet has several local gaming servers, which can be found here: »games.shreve.net/. I ping in the sub-20s to them. 
I highly recommend ShreveNet over RR and especially BellSouth. If you are in the Shreveport/Bossier or East Texas area, check into getting DSL service through ShreveNet.

During my several years as a ShreveNet ISP customer both at home and work Ive had nothing but OUTSTANDING customer service and tech support.
Theyre very customer orientated from Sales to Service. If they need to conduct maintenance you receive plenty of notice, if you have a problem they will be on-site fixing it in no time!
All in all on a scale of 1 to 10 they would rate a 9. Im saving my 10 vote for a free no advertising ISP that will never happen.
