I ordered the basic 256k package with the $5 modem rental, I have no problem getting that kind of speed, and I've heard the same from a friend who ordered the 768k package. The only set back in the install process was finding a spot where I could get a signal. The home equipment for me consists of a modem on a pole in my front yard powered by a POE injector and cat5 running into my house. The IP's are dynamic and they don't use any crappy PPPoE.
