The quality of service has improved greatly over what Charter was offering and at a better price.
Formerly I was on the Bronze Pkg (256/128) for $39.95/mo and the network's performance was horrible, high latency, unannounced service outages during peak usage periods, mediocre tech support and installation.
After the cut over from Charter's network, the speed has increased significantly, latency has decreased, fewer hops and the network appears to be much more reliable. Pricing has improved since they went from 3 service plans to 2. My new plan offers 1.5/256 service for $10.00/mo more than what Charter was offering.
Customer Service/Tech Support has also greatly improved ... the reps actually call you back to make sure things are working properly!! Unheard of from a Cable provider!
One last note, the improvements made to the network have also greatly improved the call quality of my Vonage service .... so I think I will be ditching my Qwest POTS line very soon.
**UPDATE 7-15-04** Have been having regular issues with high latency, frequent outages, unannounced maintenance, issues with their IP access provider (Connect Express) and various other issues..
Found out last week that Qwest installed a new RT nearby and that my house now qualifies for ADSL.
DSL installation happened as scheduled and works flawlessly as it did in West Seattle but now offering faster uploads (654 Kbs) for $15/mo less than what my cable internet costs!

I've been calling and complaining since the first of April about random drops of my connection. I didn't call prior to that because a car accident had taken on of the 3 hubs out, so I was patient.
My modem log reports the following error numerous times daily and tech support has been non-responsive. HFC: LOST TRC SYNC
I also have noticed that tech support now closes at 6pm on the weekends. Anyway finally got a line crewman to come out and all he did was look at the modem and leave, no diagnostics other then checking my modems reported DB level. Well, off to call again since my connection is back up...
5-30-04: Well, I don't know what they did last week with their scheduled maint... however, everything finally seems to have stabilized. I guess maybe I'll pay my bill now, to bad they won't credit me for all of my down time!

EDIT: Finally got a tech to visit my house and fixed a low signal strength in the line. Getting thru to tech was a nightmare, but once I got to them, they got the problem fixed within a few hours of the call to Wave.
Tech dept gets 5 stars from me for extremely quick response & fixing of the problem. Great Job! CSR's can use some help in routing people to the proper department(kept getting re-routed back to General CSR's instead of Tech Dept.). But this is a common problem in most companies' CSR departments(I used to work as a CSR for Corporate Accounts for Nextel).
Anyways, thanks to all the replies from everyone, and a special thanks for wave_support for emailing me when I couldnt get thru to tech on the phone at first.
So far connection has been what I would expect from a broadband ISP, no more drops

Ive used ATT and Comcast. Then i moved and was forced to sign up with charter. Charter provided solid uptime and latency but that was about it. They have slow plans for more $$$. Found out in May Wave bought us out.
No changes from then til December. Then they switched us over to Noa Net. As expected high pings and Packet Loss for a few days. Now everything back to normal. Pings are even lower than what they used to be. Cant report much on their speed plans yet cause i dont know them. More to come.
UPDATE: I have the 1.5/256 plan. Speed tests are around 1450/245. Latency is in the 30's. Good service IMO but speeds should be higher. Only downtime i have had was from the switch over to Noanet and then when they changed the ips. Simple reboots of router cable modem and cpu fixed all problems.
There was no wait time for tech support with charter and theres now a little bit of hold time with wave.
In the day and age that 1.5 isnt cutting it anymore they really need to look into getting higher tiers.
