You can choose either 10 Mbps or 100 Mbps service, though the service is only backed by a T3, so you won't actually see 100 Mbps to the internet. 10 Mbps service gets 1 static IP and a NAT'ed class C, while the 100 Mbps service gets you two static IPs and a NAT'ed class C. The service also comes with an email address, a few megs of space on a web server and a subdomain, but frankly these offerings are pretty laughable. The extra class C is nice because it can simplify your setup, but of course you could get essentially the same thing by buying a $40 home router. The 10 Mbps service is $45 a month and the 100 Mbps is $75.
The apartment staff doesn't generally know much about how their service actually works, though I take it the actual owner is knowledegable and uses the same network.
