The install was good. I told them when I would move in and the service was on when I arrived. I pay for 6 mbps service and below is what I actually receive.
Speed Test #56959079 by dslreports.com Run: 2008-09-06 02:05:02 EST Download: 1490 (Kbps) Upload: 188 (Kbps) In kilobytes per second: 181.8 down 22.9 up Boost: 1497 Latency: 105 ms Tested by server: 4 flash User: 574401 @ dslreports.com User's DNS: t-ipconnect.de
I live in a small village not far from Frankfurt but apparently not close enough to warrant more than 2mbps. I believe there are faster speeds available if you are able to live in the city. T-Com is a monopoly here so there is no one to complain to and no real competition. Take it or leave it. If you need tech help, be advised that tech support is not included in the price and you will be charged extra for your call. I received a generic DSL modem (not generic but no brand name I've ever seen in the US) at no additional charge when I signed up, but there were substantial install fees so I'm pretty sure I didn't get any bargain.

june 2006 i went to the local tks office (which is the ONLY place that u can get internet) I looked at the various options and plans and well everything is overpriced but well i need to have some way to get on dslr and talk to my peeps back home.
As a monopoly TKS which is the local dealer of internet here on the vilseck military base they can charge anything they want and we all have to just deal with it. The 6mb/1mb looked like a fairly good "deal" in relation to what else was on their chart of prices. I paid the activation plus deposit of 100 and signed up for a year of service since it was about 15% cheaper to do that than month to month. After activating and getting my service installed in my room which took about 15-20 days or so. Which sucked but well i need my internet right ? I hook up my modem and start doing my internet thing. I do speedtests pingtests tracert etc and it doesnt look good. So i go to the local office and ask about my speed. They tell me that they forgot to mention that the building that they have limited my speed to 384down/96up because THEY dont have the capacity. I then complained like any person would. I asked for a refund and got a dumb look because well they are the monopoly and well they dont have to do anything to make me happy or content with the service. So i am paying for a service that is giving me 1/20th of the download speed and 1/10th of the upload speed that i paid for not to mention that well i have had a lot of issues with a very flaky internet connection.
Had to buy the dsl modem 60bucks
pay the activation fee plus deposit of 100euro (roughly 140dollars)

I've been using the ISP for over three years. During that three year span, I have spent many hours talking to non-existent tech support trying to do something about my connection speed. The truth is, these guys are the only guys in town and they know it.
I really didn't have any other choices for broadband. Since I've had this DSL connection, the same company has begun offering a 1.5 mbps cable connection. I once thought about switching over, but the cost was ridiculous at the time.
I originally ordered the DSL6000 package, which would have supposedly given me a connection speed of 6 mbps, but I was told that it isn't available in my area. So, I ordered the DSL1000 package. This promised a 1000 mbps up and down speed. After running many, many download speed tests from many testing locations located around the world, I have never gotten a download speed result of over 390 kbps or upload over 88 kbps. The price I pay depends on the value of the euro against the dollar, but on average, it comes to about $65 per month.
From ordering to service took about a month. I was told it would take a month when I ordered. There was no tech support to get everything set up. Once the connection was activated, I then had to wait for my username and password to come in the mail. I don't know why they couldn't do this before I had a live connection. But, it came rather quickly. The instructions were more than confusing, but luckily, I had someone explain it to me in dummy terms.
No equipment was supplied to me. I had the opportunity to buy a netgear dsl modem. I hesitated at first because of the price, but after I looked online, I thought that the price they offered was better. I ended up buying the modem they offered. Looking back, I probably should have bought another, since I will soon be returning to the US and a 220 volt modem won't do me any good. I also had to buy a dsl line splitter.
As far as good experiences, well, I have never lost a connection. It has been stable and reliable. However, slow speeds, non-support, and the high price have left me very dissatisfied. I read reports about the same ISP and some people having 16 mbps download speeds and I wonder why my luck has been so bad dealing with them. Every time I try to play online games (a VERY big hobby of mine) I lag out completely. Sometimes I can get a whole game in, but that is truly the exception, not the norm.
When I run line tests on BBR, I see that my ISP is where most of my packets are lost. I understand that the distance from a dsl switch can lead to severe packet loss, but I personally know people who live much further from the switch with absolutely no packet loss.

I'm not sure if the HTML will show, but here is a result of a speed test I ran less than 1 minute ago. I haven't used bbr speed tests very much because they are so far away. I usually use the ones from speedtest.net because they have a server less than 40 miles away. Oddly enough, I have higher latency when I run tests from there. (usually around 170ms vs. 154ms for the one I just ran)
I know distance from the switch affects the speed. But like I mentioned, I -PERSONALLY- know people who live much further away who get the full speed.
I blame my ISP because I have spent a whole lot of time on the phone, writing emails, etc. for them to atleast check my line. They continue to give me the "ok, give us your number and we'll set a date." I never hear from them until I call again. "Oh, there's nothing in the system about it." Well, put it there....
Recently, they started returning calls while the strike was going on. Now that the strike has ended, I can't even get anyone to answer my calls.
Think what you want, but I know I'm getting the shaft on this one.

| Just my opinion
I'm not an expert when it comes to these things but I have to agree with googoodan. For what you pay and what they advertise, I feel we should be getting more but we don't. The fact that they are the only place to go to get internet service has been a sore point with a lot of military over here for a long time but, whaddya gonna do? When I lived on-base and had a cable modem, it was really good. When I moved off-base and got DSL, I've been disappointed.
Just my .02 (about $.50 US!)
