I switched to Kvalley, in Ellensburg, WA, as my ISP when Charter Communications raised my monthly charge to $40, plus $5 for modem rental. That was for an advertised 384 Kbps connection, which was rarely more than 325 Kbps, and I was plagued with frequent outages. My biggest gripe, though, was that Charter's so-called "customer service" was staffed by people who spoke broken English at best, and gibberish as a matter of course.
I am paying Kvalley $37.50/month for 3 Mbps, but routinely test above 4.5 Mbps. There is no charge for use of the modem. In addition, technical support is handled by a local person who actually speaks English.
Although this has not been an issue so far, Kvalley's technical support is available only five days per week, during normal business hours. Hopefully, I will have no need to contact the company on weekends or at night.
