I'm mostly satisfied with TWC high speed cablemodem internet access. I was on the 30megs service, but when they restructured their plans, they bumped me up to 50mb for the same price. Most downloads are fast, torrents are quick, Netflix does HD np, but YOUTUBE TAKES FOREVER. They NEED a Midwest cache for Youtube content. Even 720p speeds constantly hitch, freeze and fail to load reliably. When they do load, it's slower than playback speed. I can do HD on other sites reliably but Youtube performance is abysmal for this tier of internet. This is a review for Kansas City, Mo

Install ... service tech set up 15 mbps w boost of 25 mbps .. tech didnt set up wifi for 2 pc's nor make it possible for me to setup (2 pcs wep & and modem was upper end encryption ) I had to call support which escalated up to a tech that reconfigured modem for wep .. so 3 days later all was working
quality...... excellent speed and reliability my wifi was working great .. dl speeds of 1.5 mbps avg w burst up to 2mbps
this lasted for about a week now i am down to 1.0 mbps dl speed of 55 kbps
very disappointed

When I first came to Los Angeles, I was served by AT&T, which morphed into Comcast and finally TWC. When TWC took over, their customer service was terrible because their call centers were swamped. That has improved over the past couple of years. About two years ago, I move (only a couple of blocks. The TWC rep suggested setting up a new account so I could avail myself of the current "specials'. That seemed a good idea, until I discovered that my Roadrunner email addresses, user name and password had gotten obliterated.
While there have been a few cable failures in the past few years that knocked everything out, I think I'll confine my comments to ISP-related issues. There have been occasional connectivity failures where I couldn't even ping a Roadrunner address. They have lasted anywhere from 20 minutes to 8 or more hours. Another problem that comes up every couple of months is when the Roadrunner nameservers become comatose for anywhere from one to six hours. I have a workaround for those occasions. I simply reprogram my router to use other nameservers.
Not thrilling, but I suppose I can get by with it.

Been with them for over 10 years. Price has been the same ever since.
Good service overall. When I do have a problem, they are usually quick to fix it.
Basic 7 MB/sec now, but when I started getting RR in 98, I was at 5 MB/sec. They have upgraded my speed as the technology improved. Without upping my cost to have the service. And as of 2012, I now have 20MB/down and still 1MB/up. same price as always.

Service has been very consistent since we set it up several years ago. My neighbor cut the line with a shovel and didn't tell me. Tech support was stuck on their scripts even though I told them that I had tested everything inside. They came out 2 days after the outage and reran a new line. Couldn't bury it on the same visit because they outsource that. So I have to wait until they come back out and have cable running across the yard.

here it is twc or frontier. horizon fiber is making its way in, however its absurdly expensive with a long contract for low speeds/money. quoted +$100/mo 3yr contract in Albany for 5/1. if you know of anything about frontier, you know to stay away unless its only option. so i choose twc.
lived on the east side. 2011 twc was unusable during peak time. 3-8% ploss, getting 2-5mb down on a 15/1 turbo plan. classic case of oversold/congested network and nodes. worked with direct support forum on this website for two months straight to get it fixed. a twc tech was my neighbor, eight houses down my street, and came over for one of the service calls. commented to me he had the same problems, could do nothing to fix the problem, only check the drop/wiring. the irony!
direct support gets a strong B. they had average response times, claimed the problem was fixed when no measurable progress was made, and were a little unorganized. i am also not sure they fully understood the line monitors, web100 tests containing advanced metrics, and traceroutes i provided. however, they worked well with local techs, seemed to try their best, and guided me easily through troubleshooting. end result was credits to account, and the issue fixed via citywide upgrade to docsis3.0. lived there five months after fix, had no more problems, then moved to columbus.
came back to athens in december 2012, this time on the west side, still with twc. no problems at all.
installer called before arrival, was nice.

Service can be good, but really depends on location. Tech support can usually not solve an issue over the phone and requires visit from a tech, who typically has told me this could have been handled over the phone (uninformed phone support).
I have had both good consistant service, and I have had service that cuts out frequently, but it has usually be dependent on where I live. You can get good service for the price, or you can get terrible. Try to find out performance in an area before signing on, because once signed on you can be stuck unless you want to pay an early termination fee.

My family has been with Time Warner for over a decade, probably more. Ignoring recent troubles (explained later), TWC has been par for the course in most aspects.
We upgraded to the Signature Home service that promises 50/5 late in 2012. We already had a triple package, but they offered the upgrade at a minimum increase on our monthly bill.
For the most part, we were getting around 44/5, which is reasonable given that TWC has heavy usage in the NYC area.
The upgrade was painless. TWC arrived at the time they said they would and the tech was very friendly.
Fast forward to early this year.
I had some issues with the Ubee modem they give you when you upgrade to SigHome, but TWC's support was able to switch me over to bridge mode and I was able to use my old reliable router.
As of this review, I'm a week deep in upstream problems. There has been massive packet loss since March 7th at random times (usually during the late evening to early morning hours) and only recently (the 12th) has the designated SigHome line (which is now a robot and used to be a human) told me about an outage in the area.
Earlier, we had two techs come by, both of whom were very friendly and knowledgeable. The first tech couldn't isolate the issue. The second tech, after having been shown the line quality tests and smokeping tests, assumed the modem was faulty. After replacing the modem to a much more reliable brand (IMO), the issue went away... for a few hours. Since then, the issue comes and goes. If you pay for TWC's top tier of residential service, you should expect most issues to be resolved in a timely manner. In this case, that is not happening. My patience grows thin and I'm peeking over at FiOS.
Thankfully, TV and phone have not been affected by this problem (yet).
Kudos to the TWC Direct techs here at dslreports who have been patient with my frustration. They've already mention there should be credit on my next bill.
I will update this review when the issue is fixed.

(this is a copy of the comments I added in response to someone else's post - it's been awhile since I've done this, so I just figured out, again, how to add my own "top" post)
Time Warner BusinessClass (Business Class) Internet Service - NYC
Since before Sandy, the service has been quite spotty. This is in the Flatiron district of Manhattan. Goes from working OK, to dropped packets, to not working at all. I call in to report service problems and get everything from "yes we see dropped packets", or - "there's an outage in the area", to "no trouble found".
I get robo-calls telling me the service has been restored, when it's still lousy.
I then get "how are we doing?" phone surveys, which add insult to injury. I just hang up; don't want to zing the call center "techs" whose only "crime" was taking my call.
I have to say: this Internet connection worked very well for quite awhile, but it's just been miserable recently.
If I connect a different Internet provider to the VERY SAME ETHERNET PORT on my router, I have NONE of these problems.
And Oh, yes... when I call in for a service call, they schedule it for 2-5 days in the future. This is supposed to be "Business Class" service.
And their usual response is "we'll change the modem". Been there. done that AT LEAST 3 TIMES. No change.
Phooey.
What a shame.
