At times speed seems congested at ISP level.

Maximum speeds vary by time of day. Seems to indicate to me a congestion in the ISP network. I do get the max 5Mbps, which I pay for, during off peak hours. Sometimes it is as low as 1.5Mbps using www.speedtest.net - no idea why. The line has been tested a few times with no issues.
My Zoom ADSL X5 modem does show I connect to ISP at 6212 Kbps and 1059Kbps which probably means they throttle throughput at their gateway. Using ADSL2+ standard running with 1483 Bridged IP LLC encapsulation.
The only DSL provider in my area. Expensive for 5Mbps IMHO. I'd prefer 10Mbps at this price.
