Very inexpensive & very reliable mail service.
High ping rates to ISP & continous packet loss.
Most of the time you get what you pay for, especially in this case.

Internet On-Ramp (IOR) is a good value priced DSL provider. I ordered the 768/128 ADSL & my connection speeds have ranged from 26.1 to 650.0 with the avg being around 350.0. When I ordered the service from IOR, they were very prompt in setting it up with Verizon (GTE @ the time) & on their part. Verizon (GTE) was offering the modem & setup for free, which was very good. When the day came & it was supposed to be up & running, Verizon (GTE) had found a LOAD on my line. Verizon (GTE) was very prompt @ removing the LOAD but then found out that my account wasn't setup properly @ both ends. Approx 21 days from order to access wasn't too bad in my opinion. When I have contacted IOR tech support about slow to no service, they found out that IOR in my area was actually down for one reason or another. But the longest time that I was able to record it being down, was approx 4hrs on a weekend. The average speed & packet efficiency could be better in my opinion, but as I said before, you sometimes get what you pay for.
