Why have I been capped? (#1020)
Your line quality or line distance indicates that you will have problems maintaining service sync. A reduction in bandwidth often makes an unusable service reliable. Without the cap your DSL connection may repeatedly be disconnected. However, some lines are inadvertently capped and can support full service speed.
