Okay, here's the deal.

In Newsleecher, you have a file with a certain number of parts.



Here is a shot of Quickpar



As you can see, there are 1,145 blocks total in all of the files.



There are 120 "recovery" blocks available in all of the pars. (In the file name of the .par2, the number after the + indicates how many recovery blocks there are.)

So, as it's been for me when downloading from usenet, I'll end up with a file that has 1 missing part, that'll equate (usually) to 1-3 blocks needed. If I have 3 incomplete files each needing 3 blocks, only 1 par2 file with say 15 "recovery" blocks is needed to fix those files.
